The Demise of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: hopeful statements are released from different nations. Considerable effort is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Not long after, a heavy machine gun engaged a aerial vehicle close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The detailed framework from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until circumstances change in its favour.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
